The Multilayer Data Community Action Tool (MDCAT)

The Healthy Environment and Community Partnership at the Richard M. Fairbanks School of Public Health developed MDCAT.  The MDCAT project is designed to fill the gap that there is no information on vulnerability of neighborhoods around Indianapolis due to environmental burdens. The tool is to inform policy for resource allocation and environmental equity and to empower neighborhood residents.

The tool uses ESRI Story Maps to inform everyone from community members to policy makers of where and what kinds of environmental burdens are in the community. As a pilot project, it is envisioned that more cities and communities will adopt the method and expand on the tool in their own communities.

The project has been used by advocacy groups and community organizations such as NAACP, neighborhood associations and Hoosier Environmental Council. The City is also revising its Land Use Plan and is considering incorporation of the tool into the plan.
