Job Description:  Employee works in an agency information technology division as a top level technical expert in one or more highly specialized areas of applications systems analysis and programming and typically reports to the Application Systems Analyst and Programming Supervisor, Application Systems Analyst and Programming Manager or higher level staff.

The GIS Systems Analyst/Programmer Specialist will be responsible for providing technical leadership on complex projects and the development and maintenance of applications and databases for the Department. Duties include analyzing, writing and maintaining complex GIS applications, SDE development, creating PL/SQL scripts and creating REST and web services. Other duties include providing technical consultation to IDEM staff and assisting staff to identify issues, recommend and implement solutions, documenting and monitoring progress of GIS and related systems across the agency, following schedules, and completing assigned tasks within established deadlines. The GIS Systems Analyst/Programmer reports directly to the Information Services Deputy Director or Application Development Manager.

Responsibilities:

  • Analyzes, develops and maintains complex GIS web applications, ArcGIS Desktop applications, REST Services and SDE Database queries.
  • Applies Federal Geographic Data Committee Standards
  • Completes spatial and statistical analysis
  • Designs, codes and debugs new and existing applications using Python and JavaScript.
  • Develops GIS mapping applications that utilize mapping data as well as relational database structures. • Develops solutions utilizing
  • GIS data maximizing integration between GIS and agency applications.
  • Develops applications that utilize data using XML as well as relational database structures.
  • Develops applications using JavaScript and JSON for data transfer
  • Develops mapping solutions using ArcGIS Online, ArcMap/ArcCatalog, ArcGIS Pro, Model Builder, Python scripting, Enterprise Oracle Geodatabases, FME and ArcFM
  • Develops mobile application solutions utilizing ESRI Collector or other field data collection methods
  • Follows and promotes standard GIS guidelines including creating clear and concise system architecture and design documentation.
  • Provides technical leadership on complex projects.
  • Monitors GIS applications and solutions to ensure proper execution and performance.
  • Performs related duties as assigned.
  • Prepares and conducts system test planning for complex GIS applications.
  • Prepares and formulates detailed system scope, project cost, time estimates, IT and infrastructure requirements for new and existing information systems. Prepares complete detailed specifications from which application software will be written.
  • Provides complete documentation for new and/or modified maps and applications, including operational procedures and manuals.
  • Provides technical assistance to staff with multi-level needs including GIS metadata management, mapping standards, data management and map management.
  • Provides technical leadership on complex GIS projects.
  • Serves as an administrator for ArcGIS Online for the IDEM organization. Works directly with program area staff to provide technical guidance and assistance creating applications using ArcGIS Online and ArcGIS Desktop.
  • Serves as the GIS Development Team Lead and/or Project lead responsible for assisting, directing, training and coordinating the work of less experienced GIS staff creating mapping solutions and/or application development staff using GIS solutions; Assists with development and design of complex GIS maps and applications.
  • Works as expert in business or functional area relating to mapping and special data.

Experience:

  • Seven (7) years work experience in Information Technology or accredited college training in a related field.
  • Ability to create and maintain detailed records and application documentation.
  • Ability to manage multiple projects and related priorities;
  • Ability to perform problem solving and analytical analysis.
  • Ability to practice effective time management.
  • Ability to read and understand complicated technical manuals.
  • Ability to work effectively and collaboratively with application and GIS users

  • Advanced ability developing and maintaining complex GIS web applications, ArcGIS Desktop applications, REST Services and SDE Database queries.
  • Advanced ability developing applications using Javascript and JSON for data transfer
  • Advanced ability using Python and Javascript.
  • Advanced experience developing applications that utilize data using XML as well as relational database structures.
  • Advanced knowledge and experience with specialized software such as ArcGIS Online, ArcMap/ArcCatalog, ArcGIS Pro, Model Builder,
  • Python scripting, Enterprise Oracle Geodatabases, FME and ArcFM
  • Advanced knowledge and skills in cartography
  • Advanced knowledge of Federal Geographic Data Committee Standards
  • Advanced knowledge of SDE(ESRI) and management of versioning
  • Advanced knowledge of information system design and new system design techniques.
  • Advanced knowledge of spatial and statistical analysis
  • Advanced knowledge of techniques, policies, standards and techniques used for GIS service and map development.
  • Effective communication skills, both oral and written.
  • Experience utilizing ESRI Collector or other field data collection methods
  • Experience working with performance monitoring tools.
  • Extensive knowledge of data processing and database concepts including database design and data modeling; advanced development experience creating and using database objects in Oracle and/or SQL Server.
  • Self-starting individual with strong interpersonal, communication and leadership skills that can work independently or within a team.
