INDOT Job Opening – Enterprise Data Manager

indot-logoThis position is within the Finance Division’s Management Information Systems’ Data and Architecture group.  The position is at Central Office location and helps build, support and maintain the enterprise data systems for INDOT.  The position’s focus is on Database Analysis and Administration for the Geographic Information Systems and related systems.  The supported systems help create efficiencies within INDOT’s business workflows and manage the agencies data.



  • Works with very complex IT/GIS projects encompassing all divisions and districts in INDOT;
  • Works with other managers and project team members to develop user requirements, project phases/milestones, deliverables and time constraints;
  • Monitors project status to identify situational needs such as risk management assessment, critical path and work breakdown structure;
  • Evaluate problems and devise appropriate systems technology solutions across divisions within the agency;
  • Participate, as required, in all INDOT strategic planning which involves major technology planning;
  • Consult with the Division Chief and the Executive Staff on technology issues which may affect the agency;
  • Ensure observance of appropriate IOT technology standards and integration of systems with other agencies where appropriate;
  • Evaluate emerging technology and how it might meet INDOT’s needs;
  • Manage Enterprise Data Management’s employees within the division;
  • Assists the IT Director in setting policies and procedures and priorities for information systems activities;


Eight (8) years of experience in Information Technology; plus at least one (1) additional year supervisory experience in Information Technology. A combination of experience and accredited college and/or graduate training may be considered. (Concentration in Information Technology or a related field preferred.)

  • Have 7+ years of experience in enterprise data systems and GeoSpatial Technologies;
  • Working experience with ESRI Products;
  • Working experience with SQL Developer, PL/SQL, Toad;
  • Experience with Access, SQL Server, Oracle and other database engines;
  • Extensive knowledge of Strategic Planning, Project Management and Performance Management principles and skills;
  • Thorough knowledge of software used for planning, Project Management and performance  management;
  • Thorough knowledge of federal and state rules, regulations and policies concerning programs within the agency;
  • Broad knowledge of existing and upcoming new technology that may be applicable to INDOT;
  • Extensive knowledge of information technology and life cycle development;
  • Thorough knowledge of systems and applications software used to develop application systems and data bases in the desktop, server, web and mobile environments;
  • Ability to prepare clear, concise, grammatically correct agency standards and procedures, memoranda, position papers and strategic planning documents;
  • Extensive ability to think strategically and conduct strategic planning in an information technology management environment;
  • Advanced ability to lead, motivate and obtain cooperation from others;
  • Ability to manage a highly technical intermediate/senior/specialist positions, and;
  • Ability to present and communicate technical issues effectively and persuasively.
  • Thorough knowledge of the organization and management of the state agency’s operations;
  • Considerable knowledge of the organization and management of state government;
