 <title>Indiana Spatial Data Portal (ISDP) Changes</title>

<b>University Information Technology Services (UITS) at Indiana University (IU) </b>recently upgraded IU’s Massive Data Storage System (MDSS) which supports the ISDP imagery archival/distribution services.  Staff replaced the nearly 10 year old STK Powderhorn tape library with a new IBM TS3500 tape library located in IU’s new Bloomington Data Center. The two robots in the new library improve the tape mounting performance and are configured in a high availability design allowing one robot to assume all duties should the other robot fail. The new library now has a total of 5,394 tape slots, supports a mixture of 3592 and LTO tape media, and allows future expansion to over 10,000 tape slots.<br />
<br />
UITS staff also installed twenty new IBM TS1130 tape drives in the new tape library. Each tape drive is capable of a sustained, uncompressed read or write rate of 160 megabytes per second. Each tape cartridge can hold up to 1,000GB's of data. MDSS now offers in total over 5,400 TB's of archival storage and currently stores over 18.7 TB’s of Indiana spatial data.<br />

 <title>Summary of 2011 Program Changes for National Geospatial Program</title>

<description><![CDATA[Here are the specific budget cut details and the lost benefits as documented in the USGS 2011 <b><a href="http://www.usgs.gov/budget/2011/greenbook/FY2011_USGS_Greenbook.pdf" TARGET="_blank">Greenbook</a></b>, pages I-29 & I-30.<br />
<br />
<b>Decreases proposed:</b><br />
Include all unrequested Congressional increases in the 2010 Enacted Appropriations, which total $11,124,000:<br />
<b>o reduced funding for the National Map Partnership - $3,500,000</b><br />
o general cost cutting proposals - $3,267,000<br />
o reducing funding for Information Technology (IT) efficiency gains - $4,000,000<br />
o reducing travel funding - $2,331,000<br />
o reducing IT funding $2,479,000<br />
o reducing acquisition funding - $3,571,000<br />
o redistribution of DOI Working Capital Fund - $73,000<br />
<br />
<b>Justification of 2011 Program Changes</b><br />
The 2011 budget request for the National Geospatial Program (NGP) Subactivity is $65,887,000 and 323 FTE, a program change of -$3,500,000 and -4 FTE from the 2010 Enacted level.<br />
<br />
<b>The National Map Partnerships -$3,500,000 / -4 FTE</b><br />
For 2011, the USGS proposes to reduce the funding for the Partnership Implementation component by $3.5 million. The proposed reduction eliminates all funds used to leverage with Federal, State and local agencies to acquire new data. Through this leverage, the USGS typically benefits from a ratio ranging from 15:1 for imagery to 4:1 for hydrography data. The amount of the proposed reduction actually results in the loss of as much as $20 million worth of geospatial data to the Federal Government, the USGS, and the public annually. This reduces the USGS’ ability to maintain the currentness and improve the quality of The National Map.  <br />
<br />
The proposed decrease would eliminate liaison positions responsible for partnerships in 13 States. These personnel organize the agreements through which the USGS leverages its resources with those of State and local cooperators. They routinely provide important services of coordination among Federal geospatial resources and those of State and local governments. Such services are invaluable during emergencies.<br />
<br />
Beyond these immediate outcomes, the reduction would result in less work for America’s geospatial industry, which benefits by fulfilling contracts for projects that result from agreements the NGP makes with its cooperators. The reduction also undermines a fundamental strategy to maintain the Nation’s geospatial framework that has been recommended by the Office of Management and Budget, the FGDC, and the National Academy and other advisory groups.]]></description>

 <title>USGS&apos;s Geospatial Liaison and Partnership Program are Invaluable assets for all Indiana Citizens!</title>

Communities and organizations across Indiana [including IGIC] directly benefit from a strong relationship and financial support from the USGS through their National Map Partnership program.  The most visible and valuable components of this program to Indiana are the USGS Geospatial Liaison and Partnership Programs.<br />
<br />
<b>The Reason I'm writing this article now is that in the PRESIDENT'S PROPOSED 2011 BUDGET WE ARE AT RISK OF LOOSING THIS VALUABLE SUPPORT.  A proposed $3.5 million dollar cut in USGS's FY2011 $1.1 Billion dollar budget will bring one of USGS's MOST SUCCESSFUL OUTREACH PROGRAMS EVER TO A STOP!</b><br />
<br />
In the past, Indiana shared a USGS liaison with Ohio and Michigan, but in 2007 the USGS recognized the value and importance of this partnership program and appointed David Nail as USGS's full-time Geospatial Liaison for Indiana.  Since then, David has worked closely with IGIC, State and local governments, and higher education in Indiana to help bring in nearly $850,000 in grants dollars to directly support the development of geospatial data and programs across Indiana.<br />
<br />
In each case these contributions either helped us do something we could not have otherwise done, or helped us leverage other funds to make projects happen.  And specifically for IGIC, without any permanent base-level funding, these grants have <b>KEPT IGIC IN BUSINESS!</b> Below is a detailed summary:<br />

Since 2007, David has helped bring $847,700 in USGS/FGDC/NGA funds to Indiana:<br />

Congressman Visclosky is the 6th ranking democrat on the House Appropriations Subcommittee.  This group will be the first to review the President's 2011 budget and they can correct this mistake!<br />

Representative Visclosky can only respond to messages from residents of Indiana's First Congressional District, but there is no reason people outside his district should not write him about this important issues affection all of Indiana (and every other state in the union). <br />

Ford Special Achievement Award</b> is the ultimate expression of appreciation from our statewide GIS community to an individual or organization for exemplary service and dedication above and beyond duties for accomplishments in coordinating GIS in Indiana. This award is not annual or project-based, but is a special award to recognize historic accomplishments and/or lifetime achievement in support of the Indiana Geographic Information Council and the greater GIS community of Indiana.<br />
<br />
This year at our annual state GIS conference, the David C. Ford Special Achievement Award was presented to three individuals; two Indiana Department of Environmental Management employees,<b> Lorraine Wright</b> and <b>Irv Goldblatt</b>, and from the Indiana Geological Survey, <b>Paul Irwin</b>.</div><br />

This year our conference is February 23-24, 2010, at the Bloomington Monroe County Convention Center.  Our 2-day conference offers in-depth hands-on and classroom workshops, plus over 40 presentations from both Indiana and National experts.  We currently have 290 people registered, 28 Exhibitors, 4 Gold Sponsors & 1 Silver Sponsor.  We also have a number of new events scheduled for this year, and I encourage everyone to actively participate in as many of these events as you can! Special events this year include:</div><br />

<b>William J. Craig, Ph.D.</b>, 2009-2010 President of the National States Geographic Information Council (NSGIC), is the Keynote presenter for the 2010 Indiana GIS Conference.<br />

<br />
Dr. Craig (Will) is the associate director of the Center for Urban and Regional Affairs (CURA), University of Minnesota. CURA is a leader in developing and supporting innovative community-based GIS. Their mission is to better connect the University with the state of Minnesota using GIS as a vital conduit.<br />
Will is widely regarded to be one of the pioneers of urban and regional information systems and GIS. He started his carreer in GIS as project director of one of the world’s first statewide GIS - the Minnesota Land Management Information System. Since then he has become internationally known for his nearly 40 years of work with CURA, and for his dedication in promoting major national and global initiatives associated with data sharing, multipurpose cadastres, census data, spatial data infrastructures, and public participation GIS. Will's early work and guidance in the development of ethics standards for the GIS professional community can be seen in the GIS Certification Institute’s Code of Ethics and Rules of Conduct.<br />
<br />
Professionally, Will earned his M.A. and Ph.D. in Geography from the University of Minnesota and is a certified GIS Professional. He has been extremely active in the promotion of geographic information and he has held numerous key appointments including: President of URISA (1986-87); President of the University Consortium for Geographic Information Science (1997); Chair of the inaugural national GIS/LIS Conference (1988); member of the Mapping Science Committee of the National Research Council (2000-2005); and member of the National Research Council’s Committee on Land Parcel Databases (2006-07).<br />
<br />

<description><![CDATA[<div style="text-align: left">The Indiana Society of Professional Land Surveyors (ISPLS) and the Indiana Geographic Information Council (IGIC) are hosting a meeting of the Great Lakes Region Height Modernization Consortium (GLRHMC) on Tuesday, March 23, 2010.  In conjunction with the meeting is a one-day workshop on the future and benefits of the new control network on Wednesday, March 24, 2010.</div><br />
