GIS Success Stories

Shared History

In Wayne County, historical images have proven beneficial in environmental studies and determining historic land use, as well as being useful for assessing environmental sites, documenting historical sites, and tracking vegetation growth and river runoff trends. The Wayne County/City of Richmond Interlocal set out to preserve historic imagery from local government offices and state agencies.

The Interlocal began by scanning, rectifying and cropping all the photography held by the surveyor’s office and the City of Richmond for years ranging from 1936 to 1994. Additional years of photography were acquired through exchange. Working with staff at the Indiana Historical Aerial Photo Index (IHAPI), the Interlocal was able to obtain sets of photography from 1940 and 1950, filling in some of the gaps. The local USDA NRCS office also shared its imagery. The earliest known photography of the county was purchased from Indiana State Archives by pooling funds from the surveyor’s office, GIS Interlocal, county planning and zoning, and information systems.

Results

Through the efforts of sharing imagery, countywide sets are more complete and now accessed regularly by the public and local government. Distribution of the imagery to IHAPI and the Indiana Spatial Data Portal has furthered efforts to build statewide image repositories.
